If Otto accesses that notebook as reliably as a person without memory loss accesses biological recall, the notebook functions identically to neural memory. Clark and Chalmers argued that cognitive processes do not stop at your skull—they extend into your tools.
The Traditional Boundary of Thought
For centuries, Western philosophy and cognitive science operated under a shared, intuitive assumption: the mind stops where the body ends. René Descartes placed the mental realm squarely inside the internal subject, and modern neuroscience reinforced this boundary by locating cognitive machinery entirely within the brain. In this conventional picture, the brain is an isolated information-processing organ. It receives sensory inputs across the boundary of the skull, performs computations on internal representations, and sends motor commands back out into the physical environment. The external world provides raw data and receives actions, but it is never considered a literal constituent of thought itself.

They proposed that human cognition is not confined to biological skin and bone. This principle states that if a process in the external world functions in a way that, were it to happen inside the head, we would unhesitatingly recognize as part of a cognitive process, then that part of the world is part of the cognitive process. Denying Otto's notebook the status of memory simply because it sits outside his skin, they argued, is nothing more than biological chauvinism.
Active Externalism: Beyond Passive Meanings
Before the extended mind thesis, philosophers such as Hilary Putnam and Tyler Burge had already argued for 'semantic externalism'—the idea that the meanings of our words and mental contents depend on external environmental history or social context. However, Clark and Chalmers distinguished their view as 'active externalism.' Semantic externalism is passive: historical and distal features of the world determine what a thought refers to, but they do not actively drive cognitive operations in real time.
Active externalism, by contrast, focuses on direct, real-time computational coupling. In an active coupled system, the human organism and an external entity interact in a continuous two-way causal feedback loop. Removing the external component dismantles the cognitive capacity altogether, just as removing a biological neural network would. When an engineer uses pen and paper to perform a complex mathematical derivation, the physical marks on the paper are not merely passive recordings of thoughts already completed inside the head. The physical manipulation of symbols on the page is an active, driving phase of the reasoning process itself.
Preventing Cognitive Bloat: The Glue and Trust Criteria
A common immediate objection to the extended mind thesis is the problem of 'cognitive bloat.' If external tools can be part of the mind, does the entire internet count as my memory? Does a phone directory become part of a person's cognitive system just because they can look up a number? If the boundary expands without constraint, the concept of an individual mind risks losing all meaningful definition.
Clark and Chalmers anticipated this concern by establishing specific criteria—often described as 'glue and trust' conditions—that external media must satisfy to count as non-biological cognitive extensions. First, the resource must be a constant, reliable presence in the person's life; it cannot be an occasional or accidental tool. Second, information retrieved from the resource must be automatically endorsed and trusted, functioning with the same default credibility as biological memory. Third, the information must be easily and routinely accessible whenever needed. Otto's notebook meets these strict criteria because it is permanently with him and treated with immediate trust, whereas an arbitrary webpage or an unfamiliar public database does not.
Extended versus Embedded Cognition
The extended mind thesis sits within a broader movement in philosophy and cognitive science known as '4E cognition'—which studies mental life as Embodied, Embedded, Enacted, and Extended. While these approaches all reject purely brain-centric models, important disagreements exist between them, particularly between the hypothesis of embedded cognition and the hypothesis of extended cognition.
Advocates of embedded cognition agree that human beings heavily depend on environmental scaffolding, tools, and cultural artifacts to solve complex cognitive tasks. However, embedded theorists argue that the environment merely acts as an external support system for an internal thinker. In their view, the cognitive process itself remains strictly confined to the biological nervous system, which merely offloads work onto external props. Adams and Aizawa identified what they called the 'coupling-constitution fallacy.' They argued that Clark and Chalmers conflated a causal connection with a constitutive identity. Just because a biological system is tightly coupled to an external tool does not mean the tool is part of the system. For example, a beating heart is causally coupled to the oxygen in the surrounding room, but oxygen is not a part of the circulatory system itself.
